Jaime Chavez - President & Council

Jaime boasts an impressive career spanning over 35 years in the realm of
Firearms, Defensive Tactics, and Use of Force. His extensive knowledge and expertise
in these areas have made him a distinguished figure in law enforcement training.
Mr. Chavez has served as the Lead Firearms Instructor at the New Mexico Law
Enforcement Academy located in Santa Fe. In this capacity, he has been instrumental in
shaping the skills and abilities of countless law enforcement officials. He holds
certification by the State of New Mexico as a firearms instructor, providing him the
authority and qualification to teach high-risk areas such as police survival, use of force,
and chemical agents to other law enforcement officials.
In addition to his domestic achievements, Mr. Chavez has also made significant
contributions internationally. He has served as a consultant to police forces in Panama,
Honduras, and Mexico, sharing his expertise and helping to enhance their training
programs.
Among his notable accomplishments is the development and presentation of the course
"Advanced Defensive Pistol" to police instructors at the Los Angeles Police Academy
and the Meridian Idaho Post Academy during national ASLET conferences. His
commitment to excellence in training has also led him to the "TOP OF THE WORLD,"
where he conducted police Defensive Tactics and Use of Force training for the North
Slope Alaska Police Department.

Andres Schaefer - Executive Director

Andres is a UNM grad with a degree in business and psychology. Being an entrepreneur, his background in business development, consulting, and community building prepared and led him to create 10-18 alongside Jaime Chavez. A New Mexico native, Andres has seen first hand the decline in quality of life, increase in crime, and lack of resources for public servants across New Mexico. Identifying as a conservative democrat, Andres believes it is crucial to try and put ourselves in the positions of those we judge the harshest. The murder of Officer Hare in 2024 is what moved and planted him firmly on the side of law enforcement and is a great example of how quickly a situation can go to the worst possible outcome for law enforcement officers broadly.
